🏛 Access Policy Update — November 2025
The complete text of the Freedmen’s Bureau Reactivation and Modernization Act (FBRMA) is temporarily unavailable for public download.
The Freedmen Act is currently being updated to Version 5 (2025), which includes new lineage verification standards, international human rights alignments, and national economic frameworks.
To ensure proper legal protection and controlled review:
- Public access to the full bill has been suspended until final copyright registration.
- Verified organizations, universities, and governmental bodies may request review access after signing a Confidential Access Agreement (NDA).
- A new Public Briefing Packet and Research Brief (25 pages) will be released soon for educational and institutional use.
